Elizabeth Nolan Brown: The War on Sex Trafficking Is the New War on Drugs……And the Results Will be Just as Disastrous, for "Perpetrators" and "Victims" Alike


In Virginia any proposal for a new crime that exceeds the cost of $50,000 requires a Fiscal Impact Statement be included with the legislation. 

The cost for one prisoner for one year in Virginia as of FY2104 was $30,397. 

Before 2014 Human Trafficking Bills were just lumped in with the Sex Offender Bill Impact Statement tallies, 2013 , 2012 and 2011 . 

Per the Virginia Criminal Sentencing Commission that is responsible for the Virginia General Assembly Fiscal Impact Statements in 2014 a new category of Human Trafficking was created and it was the #7 of ALL requested fiscal impact statements with a total of 11 by Virginia Delegates and Senators.  

In 2015 per VCSC Human Trafficking Fiscal Impact Statements jumped to #2 of ALL requested fiscal impact statement with a total of 37 by Virginia Delegates and Senators. 

The “moral crusade” has not just arrived in Virginia; it’s in full-swing! 
 
I wonder how many will be submitted by Virginia Legislators for 2016.
